Skinners of Oxted is a DVSA (VOSA) approved Authorised Testing Facility (ATF) & has a fully equipped workshop, with all the testing equipment required by DVSA for carrying out annual tests (roller brake tester, smoke meter, shaker plates & headlight aim tester), all calibrated in line with DVSA requirements.

Skinners offers a competitive hourly rate and can undertake regular safety inspections to keep you compliant with DVSA & your commitment to the Traffic Commissioner, or one off servicing, fault diagnosis & repair. We are able to offer multi-checks (brake, smoke & headlight aim test) and can carry out Air Conditioning work – re-gassing etc.

The London Low Emission Zone (LEZ)

Skinners were approved installers for Clean Diesel Technologies Purifier e4 emissions abatement devices and are able to service these systems and offer a DPF (Diesel Particulate Filter) cleaning service.We keep stock of Platinum Plus fuel borne catalyst, gaskets, pumps etc. for Clean Diesel Systems & also stock Envirox fuel borne catalyst.

For light commercial vehicles, your LEC will need to be renewed at either a DVSA test station or ATF (Authorised Test Facility) or, at one of the participating MoT garages.

Are there any plans for tighter LEZ standards?

The Mayor announced on 13 February 2013 that the 2015 phase of the LEZ will only apply to TfL-operated buses. Operators of diesel lorries and coaches do not need to take any action at the current time.

Ultra Low Emission Zone

Following a public consultation, the Mayor has confirmed the introduction of the Ultra Low Emission Zone (ULEZ) in the Capital on 7 September 2020. This will encourage the use of newer, cleaner vehicles, improving the quality of life and health of Londoners.

The ULEZ will operate 24 hours a day, 7 days a week in the same area as the current Congestion Charging zone (CCZ). All cars, motorcycles, vans, minibuses and Heavy Goods Vehicles (HGVs) will need to meet exhaust emission standards (ULEZ standards) or pay an additional daily charge to travel within the zone.

HGV & PSV vehicles will have to meet Euro VI standard. If you currently have an HGV, bus or coach manufactured since 1 January 2014 it is likely to meet the ULEZ standards.

A mainstream retrofit solution to achieve the Euro VI emission standard does not exist currently. However, this is a fast-developing area and it is possible a solution may be found for heavier vehicles in the next few years. Such a solution would be suitable for Euro V vehicles only and would not work on older vehicles.

Update – 25/1/19
As of now, there is only one available retrofit solution that has been approved for use on coaches – an Eminox system ONLY for Volvo B9R with D9B 9.4Lt Euro V engine. There are currently no retrofit options for HGVs

ULEZ – 8th April 2019

The Ultra Low Emission Zone (ULEZ) will replace the T-Charge from 8 April 2019. It will operate 24 hours a day, 7 days a week, every day of the year, within the same area as the current Congestion Charging Zone (CCZ).

Minimum emission standards
All vehicles in this category will need to meet Euro VI standards.

The ULEZ will be enforced based on the declared emissions of the vehicle rather than the age – but Euro VI engines are generally those registered with the DVLA after 2014. You can check your vehicle.

Charges (if ULEZ standards not met)
TfL would prefer vehicle owners to use vehicles that meet the new emissions standards rather than pay a daily charge.

  • Daily charge – ULEZ (High): £100
  • Penalty charge: £1,000 (reduced to £500 if paid within 14 days)
